BAGHDAD — A woman accused of helping recruit dozens of female suicide bombers looked into the camera and described the process: trolling society for likely candidates and then patiently converting the women from troubled souls into deadly attackers.

The accounts, in a video released Tuesday by Iraq police, offer a rare glimpse into the networks used to find and train the women bombers who have become one of the insurgents' most effective weapons as they struggle under increasing crackdowns.

In the separate prison interview with The Associated Press — with interrogators nearby — the woman said she helped plan the rapes of young women and then step in to persuade the victims to become suicide bombers as their only escape from the shame.

The U.S. and Iraqi militaries have made past claims about efforts by insurgents to recruit vulnerable women and children as attackers while providing little evidence, including statements that two women who blew themselves up last year in Baghdad had Down's Syndrome that later proved to be exaggerated.

But the suspect, 50-year-old Samira Ahmed Jassim — who said her codename was "The Mother of Believers" — has given unusual firsthand descriptions of the possible workings behind last year's spike in attacks by women bombers.

Iraqi military spokesman, Maj. Gen. Qassim al-Moussawi, said the suspect had recruited more than 80 women willing to carry out attacks and had admitted masterminding 28 bombings in different areas.

Hamas prepared for 1-year truce with open borders

CAIRO (AP) — Hamas officials said Tuesday they are ready to commit to a cease-fire with Israel for at least a year in exchange for a full opening of Gaza's borders, as the group began a new round of truce talks with Egyptian mediators.

Why would Israel want this? I love how muslims like the word truce and then violate it anytime they want.

At the same time, foreign ministers of pro-U.S. Arab nations, including Saudi Arabia, met in the United Arab Emirates in a show of unity in support for Egypt's efforts to forge a long-term truce and against Iran, Hamas' most important ally.

Egypt is trying to mediate a durable cease-fire in place of the temporary and increasingly wobbly truce that ended the Gaza war last month. It has set a Thursday deadline for the Islamic militant rulers of Gaza to accept a deal.

"There is an agreement in principle about a calm for one year," said Ahmed Abdel-Hadi, a Lebanon-based Hamas official. "But the movement could show flexibility regarding the time ... if there are guarantees and commitments to lift the sanctions and open the borders," he told Gaza's Al Quds Radio, signaling the possibility of extending the truce beyond one year.

Fawzi Barhoum, a Hamas spokesman in Gaza, said the Palestinian group is open to extending the cease-fire for 18 months.

Abdel-Hadi said Hamas rejects a gradual opening of the border crossings or linking a truce deal to a release of Israeli soldier Sgt. Gilad Schalit, held by Hamas-allied militants in Gaza since June 2006.

"We are going to deal with all the issues as one package, because we are going to avoid the trap of gradual implementation," he said.

Hamas demands that any truce include the opening of borders into Gaza, which Israel and Egypt have largely kept sealed since the group seized control of the territory from the rival Fatah faction in 2007.

Hamas also wants a role in administering the border crossings in recognition of its power in Gaza.

'Toddler was victim of Satanism'

The foster mother of a three-year-old boy whose death is being probed at an inquest at the Wynberg magistrate's court, believes that her charge was the victim of Satanic attacks and enlisted the help of an imam (Muslim cleric) to pray for the boy.

The imam told the court that while he had often heard about witchcraft, he disassociated himself from it. The boy and his sister, who are both white, were taken in by the Muslim family from Athlone in 2001. A year later he died.

The family, who claimed that the boy had died after knocking his head, buried him hours later in accordance with their religious beliefs.

On Monday the imam testified that the child's foster mother had told him that she believed the child was prone to developing bruises on his cheek during the middle of the month."

She said that his biological mother, who was a Satanist, was troubling her for money and she (the foster mother) said she wanted me to pray for the child who she believed was the victim of some witchcraft."

The court heard that the woman believed the child was being hurt by "something that flew across the room" which would bruise his face during the middle of the month.

The imam told the court that the phenomenon of witchcraft was not uncommon.The imam, who has more than 30 years experience as a religious leader, said he had visited the family at the foster mother's request.

When he visited near the end of the month, the child had had no marks but he had performed prayers and left Qur'anic scripts invoking God's protection on the boy, the court heard.

Judge orders woman in court case to remove niqab

Though he found it to be an "admittedly difficult decision." Question: If this woman wants to wear the niqab, in accordance to sharia law, would she, a sexual assault victim, also want to apply sharia law's standards regarding female-male testimonies? She's one woman; the accused are two men. According to sharia, then, her testimony, which, as a woman, is worth half that of a man, is being countered by two men; in other words, one witness (the woman) vs. four (the two accused men -- assuming they are men). One wonders if she would like this Islamic aspect to also be introduced into the trial?

Woman to appeal ruling forcing her to unveil face in sexual assault trial.

A judge has ordered a Toronto woman to testify without her niqab at a sexual assault trial – raising the thorny issue of whether Muslim women should be allowed to appear as witnesses wearing a veil that covers everything but the eyes.

The issue is a collision of two rights, pitting religious freedom against the right of a defendant to face an accuser in open court.

The case could be precedent setting because it doesn't appear there is any Canadian case law addressing the question of Muslim women in the courtroom. In Canada, home to about 580,000 Muslims, the case will be closely watched, amid fears about Muslim women coming forward in criminal cases.

In October, Ontario Court Justice Norris Weisman reached his "admittedly difficult decision" to force the complainant to testify with her face bared after finding her "religious belief is not that strong ... and that it is, as she says, a matter of comfort," he wrote in his ruling.

Lawyer David Butt is representing the woman and next month in Superior Court will argue that the Oct. 16 ruling should be overturned.

UN admits that Israel didn't hit Gaza UN school, after harshly criticizing it for doing so

(IsraelNN.com) During the Cast Lead operation in Gaza, IDF tank fire near a United Nations school in Gaza was blamed for the deaths of dozens of civilians who had taken refuge in the building. The incident became one of the most highly publicized attacks in the war, and led to heavy international criticism.

Recent reports suggest that the incident was not accurately portrayed by senior U.N. officials. John Ging, the director of the U.N. Relief and Works Agency (UNRWA) in Gaza, spoke to the Toronto Globe and Mail last week and agreed that no shell had actually struck the school building. Ging said he had never claimed that the school itself was hit, and he blamed Israel for confusion over where the strike took place.

Shortly after the alleged attack, Ging harshly criticized Israel for firing near the school, saying he had given the exact coordinates of the compound to the IDF. He charged that the IDF had failed to avoid hitting the building.

While admitting that Israeli fire had not hit the school compound, Ging insisted it made little difference. “Forty-one innocent people were killed in the street... The State of Israel still has to answer for that,” he said.

While many Israel news outlets reported that the strike had taken place near the school, several international media networks reported that the UN school building itself was hit. The U.N. Office for the Coordination of Humanitarian Affairs may have added to the confusion by releasing a report stating that Israeli fire “directly hit two UNRWA schools.”

Almost all reports said that the victims were primarily civilians who had fled to the school for shelter – a version of events cast into suspicion by the Globe and Mail report.

A teacher who was in the school at the time of the shelling reported that several people within the compound were injured, but that none were killed. Those killed were all outside in the street as the shells were fired, he said. Only three of those killed were students at the school, he added.
The teacher did not give his name, explaining that U.N .officials had told staff not to talk to the media.

The IDF responded to criticism over the attack by explaining that soldiers were simply responding to terrorist fire and did not mean to hit a civilian area.

Canadian woman held against her will in Saudi Arabia by her husband -- "under Saudi law, she is his property"

MONTREAL — A high-level representative of the federal government has met with Nathalie Morin, a 24-year-old Quebec woman who claims she is being held against her will in Saudi Arabia.

Deepak Obhrai, parliamentary secretary to Foreign Affairs Minister Lawrence Cannon, met with Morin and her Saudi husband, Abdallah Ramthi Al-Bishi, in Saudi Arabia on Dec. 22 to mediate in the couple’s dispute, a Foreign Affairs spokesperson told Canwest News Service last night.

He could not say what the next step might be. Ottawa has said in the past that Canadians in Saudi Arabia are subject to its laws. Morin met Al-Bishi in Montreal when she was 17 and when he was a Concordia University student....

Morin’s mother has said her daughter is unable to leave because, under Saudi law, she is his property because she is the mother of his children....

Teen got man to rape girl

A 16-YEAR-OLD girl instigated an unknown man to rape a girl who had bad-mouthed her previously.

When the rape failed, Nor Azura Omar forced the 13-year-old girl to have oral sex with the man and even recorded the obscene act with her cellphone.

All this took place at a staircase landing of a block of flats in Woodlands on June 28 last year.

A district court heard that Azura had planned to 'break the virginity' of the girl and wanted to take revenge on her for having badmouthed her previously.

She called a chatline and managed to arrange for the unknown man to meet her at a block of flats in Woodlands Avenue 1.

Over the phone, she told him to 'break' the victim's virginity.

The victim overheard this but was afraid to make an escape as she feared that Azura would beat her up, said Deputy Public Prosecutor Diane Tan.

Initially, Azura's accomplices, all between 12 and 15, did not know about her plan.

Surrounded by Azura and the group, the victim was forced to lie down on the ground.

She then instigated the man to rape her but he failed.

Unhappy, Azura forced the victim to perform oral sex on the man.

After the man, who is at large, had left, Azura remained unhappy that her plan did not materialise. She felt that the victim had not learnt her lesson.

The DPP said she then slapped and kicked the victim, who was also attacked by the rest of the group.

After inflicting group violence, Azura decided to humiliate the victim further by forcefully stripping her of her shirt and bra, exposing her breasts to public view.

On Friday, Azura admitted to five charges including one of misappropriating her friend's bag on July 24.

Community Court judge May Mesenas called for a reformative training report on Azura before deciding what to do on Feb 20. She also wanted a psychological assessment on Azura's risk of re-offending.

Broadcast angers Muslims

Leaders want radio station to stop airing comments by priest they say defame Muhammad.

SOUTHFIELD -- Muslims and interfaith leaders in Metro Detroit are asking a local radio station owner to discontinue broadcasts in which, they say, a Coptic priest has repeatedly defamed the Prophet Muhammad over the past year.

In an Arabic-language broadcast Wednesday on WNZK 680/690 AM, the Rev. Zakariah Boutros said the Muslim prophet Muhammad had engaged in necrophilia and gay sex, according to the Council on American Islamic Relations.

Boutros has previously come under fire from area Muslims, who say he disparages Islam. The controversial, American-based priest can be heard on purchased time slots on radio stations internationally. His words have stirred controversy in Egypt and Great Britain, and are embraced by a number of bloggers and Web sites that criticize Islam.

Amani Mostafa, who hosts the program "Questions About Faith" on which Boutros spoke Thursday, said Boutros was "reading from an Islamic text" when he said, over the air, that the Prophet Muhammad slept in the grave of a dead woman and allowed a man to kiss and caress his chest.
"I am a former Muslim," said Mostafa, who is now Christian. "I know exactly what I am talking about. These are the things we were taught as children. We are quoting the Quran and the Hadiths, and if the Muslims have a problem with that then they have a problem with their own book."
Hadiths are Muhammad's saying or writings, as reported by his followers.

Muslims say that no such wording appears in the Quran or the Hadiths.

"If that's their excuse, it's lame," said Dawud Walid, of CAIR, which distributed a "national alert" Thursday asking Muslims to contact the radio station to express concerns about the broadcast. CAIR also counseled Muslims to be "firm but polite. Hostile comments can and will be used to further defame Islam and Muslims."

Sima Birach, who owns the station, said he had received some complaints on Thursday, though he said he did not know how many.

In an interview with The Detroit News last summer Birach promised to end the broadcasts, upon the request of interfaith Muslim, Jewish and Christian groups in Metro Detroit.

Birach went so far as to put people associated with Boutros's broadcasts on conference calls with this reporter, while he berated them for allowing what some consider hate speech.

"It's not right," Birach said at the time. "It's not fair to use some fake or stupid books to accuse someone's religion. Do you hear me?" But on Thursday, Birach said he had since heard from "several prominent people in the community," that what Boutros stated in the broadcasts is true.

"Maybe we need to have more meetings," Birach said, referring to members of the Muslim and interfaith communities.

Now it is ok for Air America to tear into Evangelicals, but if a person says something that muslims do not like it is hate speach.

Muslim population 'rising 10 times faster than rest of society'

The Muslim population in Britain has grown by more than 500,000 to 2.4 million in just four years, according to official research collated for The Times.

The population multiplied 10 times faster than the rest of society, the research by the Office for National Statistics reveals. In the same period the number of Christians in the country fell by more than 2 million.

Experts said that the increase was attributable to immigration, a higher birthrate and conversions to Islam during the period of 2004-2008, when the data was gathered. They said that it also suggested a growing willingness among believers to describe themselves as Muslims because the western reaction to war and terrorism had strengthened their sense of identity.

Muslim leaders have welcomed the growing population of their communities as academics highlighted the implications for British society, integration and government resources.

David Coleman, Professor of Demography at Oxford University, said: “The implications are very substantial. Some of the Muslim population, by no means all of them, are the least socially and economically integrated of any in the United Kingdom ... and the one most associated with political dissatisfaction. You can't assume that just because the numbers are increasing that all will increase, but it will be one of several reasonable suppositions that might arise.”

Professor Coleman said that Muslims would naturally reap collective benefits from the increase in population. “In the growth of any population ... [its] voice is regarded as being stronger in terms of formulating policy, not least because we live in a democracy where most people in most religious groups and most racial groups have votes. That necessarily means their opinions have to be taken and attention to be paid to them.”

There are more than 42.6 million Christians in Britain, according to the Office for National Statistics, whose figures were obtained through the quarterly Labour Force Survey of around 53,000 homes. But while the biggest Christian population is among over-70s bracket, for Muslims it is the under-4s.

Ceri Peach, Professor of Social Geography at Manchester University, said that the rapid growth of the Muslim population posed challenges for society. “The groups with the strongest belief in the family and cohesion are those such as the Pakistanis and Bangladeshis. They have got extremely strong family values but it goes together with the sort of honour society and other kinds of attributes which people object to,” he said. “So you are dealing with a pretty complex situation.”

Professor Peach said that the high number of Muslims under the age of 4 — 301,000 as of September last year — would benefit Britain's future labour market through taxes that would subsequently contribute to sustaining the country's ageing population. He added, though, that it would also put pressure on housing and create a growing demand for schools. “I think housing has traditionally been a difficulty because the country is simultaneously short of labour and short of housing. So if you get people to fill vacancies in your labour force you also need to find places for them to live,” he said.

Muhammad Abdul Bari, general secretary of the Muslim Council of Britain, predicted that the number of mosques in Britain would multiply from the present 1,600 in line with the rising Islamic population. He said the greater platform that Muslims would command in the future should not be perceived as a threat to the rest of society.

“We each have our own set of beliefs. This should really be a source of celebration rather than fear as long as we all clearly understand that we must abide by the laws of this country regardless of the faith we belong to,” he said.

The Cohesion Minister, Sadiq Khan, told The Times: “We in central Government and local authorities need to continue our work to ensure that our communities are as integrated and cohesive as possible.”

Gaza family describes how Hamas used them as human shields

Members of a Gaza family whose farm was turned into a "fortress" by Hamas fighters have reported that they were helpless to stop Hamas from using them as human shields.

They told the official Palestinian Authority daily newspaper that for years Hamas had us
their property and homes as military installations from which the group would launch rockets into Israel, dig tunnels and store arms. According to the victims, those who tried to object were shot in the legs by Hamas operatives.

Palestinian Media Watch quoted the official Palestinian Authority daily, Al-Hayat al-Jadida as reporting on January 27, "The Abd Rabbo family kept quiet while Hamas fighters turned their farm in the Gaza strip into a fortress. Right now they are waiting for the aid promised by the [Hamas] movement after Israel bombed the farm and turned it into ruins."

According to the report, the hill on which the Abd Rabbo family lives overlooks Sderot, making it an ideal military position for Hamas fighters.

The Abd Rabbo family members emphasized to the paper that they were not Hamas activists and that they were still loyal to the Fatah movement, but that they had been unable to prevent the armed squads from entering their neighborhood at night.

And the world is calling for Israel to be investigated for war crimes against the animals in Gaza. Now we hear stories like this. Where is the outrage?

ISLAMABAD: The Senate on Thursday renewed its demand from the United States to repatriate Dr Aafia Siddiqui to Pakistan.

The issue surfaced when two separate reports of the Senate Standing Committee on Foreign Affairs and Functional Committee on Human Rights compiled after some senators met Aafia – who is currently detained in a New York jail – were presented in the upper house.

Senator Mushahid Hussain Syed said the government should ask US President Barack Obama to release the Pakistani citizen, as there are no charges of terrorism proved against her.

Senator SM Zafar urged the government and human rights bodies to step up their efforts for the repatriation of Aafia.

Jamaat-e-Islami Senator Professor Muhammad Ibrahim said the previous regime committed serious violations of the human rights and hundreds of people went missing. “Today, the family members of missing persons are protesting outside the parliament house. I request the government to make efforts for the recovery of these missing people,” he added.[...]

Leader of the House Raza Rabbani condemned how she had been treated and said US authorities were yet to decide about initiating a trial due to her poor mental health.

He also assured the Senate that the government is making efforts for the recovery of the missing persons.

Latest victim of Somali piracy: German gas tanker

NAIROBI, Kenya: Somali pirates hijacked a German tanker loaded with liquefied petroleum gas Thursday off the Horn of Africa. The ship's 13-man crew was reported safe, even though gunshots were heard over the ship's radio.

The MV Longchamp is the third ship captured by pirates this month in the Gulf of Aden, one of the world's busiest shipping lanes.

Piracy has taken an increasing toll on international shipping in the key water link between the Mediterranean Sea and the Indian Ocean. Pirates made an estimated $30 million hijacking ships for ransom last year, seizing more than 40 vessels off Somalia's coastline...

Raped maid not carrier of AIDS: Police

MAKKAH: Police denied yesterday that an Indonesian maid who was raped by many people in December is an AIDS carrier as reported by several newspapers recently, Al-Watan newspaper reported.

“We do not have evidence that the rape victim or the suspects are carriers of sex-related diseases,” said Maj. Abdul Muhsin Al-Mayman, spokesman for Makkah Police.

Local newspapers reported on Tuesday that 46 men, including a police officer, raped the 38-year-old maid who ran away from her sponsor in the Al-Nuzhah district of the city in December.

The woman was first picked up by a police officer who raped her at a rest house. It was also reported that the woman was abandoned and found by a police patrol that took her to Makkah’s King Faisal Hospital where she has been undergoing treatment for AIDS.

Drum made from pig skin irks Muslim couple

A drum made from pig skin, which was allegedly placed at the entrance of a departmental store irked a Muslim couple, who now has to undergo a cleansing ritual ('Tayamum') after accidentally touching the object.

Awg Deris claimed that he went to the store two days ago and touched the drum, only to be informed by a concerned Muslim sales staff that it was made from pigskin.

"As a Muslim nation which practises MIB concept and a nation of 'Zikir', the shop management should not display such items prohibited in Islam. "In other countries, the shop management will inform their customers of products such as shoes, handbags which are made from pig skin in view of its sensitivity to Muslims," he added.

"I express my frustration because no information was given. It shouldn't have been displayed. My concern goes to other customers who visit the departmental store and are not aware of this," he said.

New York: Muslim man pleads guilty to trying to kill his sister because she was a "bad Muslim girl" -- but it wasn't an honor killing attempt

An Afghan refugee admitted today that he stabbed and seriously wounded his sister during an argument that began when she tried to leave her family.

Waheed Allah Mohammad, 22, pleaded guilty to attempted second-degree murder and first-degree assault in exchange for a prison term of at least five years and no more than 15 years.

His trial was to begin next Monday.

During his plea before Monroe County Court Judge John J. Connell, Mohammad said he intended to kill his sister, Fauzia A. Mohammad, 19, when he stabbed her multiple times outside his family’s apartment on Linhome Drive in Henrietta.

The attack occurred when a female friend of Fauzia Mohammad picked her up at the apartment to take her to New York City, where she intended to get a job and start a new life. During a heated dispute involving the entire family, Mohammad got a knife from his car, chased his sister, and stabbed her.

Mohammad told sheriff’s investigators that he attacked his sister because she had disgraced his family and was a “bad Muslim girl,” according to court documents.

Although he hinted to investigators that he was trying to restore lost family honor, Assistant District Attorney Joseph Waldorf declined to characterize the stabbing as an honor attack —an attack intended to restore family honor that is not uncommon in South Asia but is rare in the United States.

Mohammad’s lawyer, Assistant Public Defender John Bradley, said his client snapped as a result of post-traumatic stress disorder brought about by his harrowing life in Afghanistan. Before Mohammad left his country in 2005, he was kidnapped by the radical Islamist Taliban, witnessed the killing of a friend, and tried unsuccessfully to flee on a boat of refugees.

“I think it was probably more of a domestic violence incident than an attempted honor killing,” Bradley said. “It (honor killing) is a nice headline but it doesn’t seem to fit what happened here.”...

Military judge to Obama: No, I will not suspend hearings on USS Cole attacker

A military judge in Guantanamo Bay has denied the Obama administration's request to delay proceedings for 120 days in the case of a detainee accused of planning the October 2000 attack on the USS Cole warship, an al-Qaeda strike that killed 17 service members and injured 50 others.

The decision throws into some disarray the administration's plan to buy time as it reviews individual detainee cases as part of its plan to close the U.S. military prison at the Guantanamo naval base in Cuba. The Pentagon may now be forced to withdraw the charges against Abd al Rahim al-Nashiri, a Saudi citizen of Yemeni descent.

In one of its first actions, the Obama administration instructed military prosecutors to seek 120-day suspensions of legal proceedings in the cases of 21 detainees who have been charged. There are approximately 245 prisoners held at Guantanamo.

The request was quickly granted in other cases when prosecutors told military judges that a suspension was in the "interests of justice" so that the "president and his administration [can] review the military commissions process, generally, and the cases currently pending before military commissions, specifically."

But Judge James Pohl, an Army colonel, said he found the government's reasoning "unpersuasive."

"The Commission is unaware of how conducting an arraignment would preclude any option by the administration," said Pohl in a written opinion, portions of which were read to The Post. "Congress passed the military commissions act, which remains in effect. The Commission is bound by the law as it currently exists, not as it may change in the future."

Nashiri is facing arraignment on Feb. 9, and Pohl said the proceedings would go ahead....

Lord Ahmed threatens Parliament into submission

Lord Ahmed is a repugnant individual. Not only in appearance, but in association, character and morality. And to hear that he has threatened jihad on the House of Lords if their lordships should fail to meet his demands only serves to intensify Cranmer’s loathing of the man.

It appears that a member of the House of Lords had invited the Dutch politician, Geert Wilders, to a private meeting in the Palace of Westminster. She had intended to invite her colleagues in the Lords to a private viewing of his ‘documentary’ Fitna, followed by discussion and debate in true parliamentary fashion. This is, after all, a liberal democracy, and their lordships enjoy the rights of freedom of expression and freedom of association, not to mention certain parliamentary privileges for the protection of their function in the legislature.

But no sooner had the unsuspecting baroness sent out her invitations, Lord Ahmed raised hell. It is reported that he ‘threatened to mobilise 10,000 Muslims to prevent Mr Wilders from entering the House and threatened to take the colleague who was organising the event to court’.

And so Fitna has been cancelled: it shall not now be screened in the House of Lords on 29th January.

The Pakistani Press is jubliant, and Lord Ahmed is praising Allah for delivering ‘a victory for the Muslim community’.

It is a sorry state of affairs indeed that a parliament whose liberties have been forged through centuries of religious intolerance should succumb to the threats of one intolerant Muslim. Lord Ahmed is manifesting a notion of Divine Right, and one suspects it is precisely the sort of defence of Islam that Prince Charles shall make when he is sworn ‘Defender of Faith’. The blasphemy laws are being re-forged to protect one god, one faith and one prophet; they no longer defend YHWH, Christianity, Jesus Christ or the Church of England. Lord Ahmed is not functioning as a Labour peer; he is the self-appointed khalifa of all things Islamic. He is not concerned to protect freedom of expression or freedom of speech, but to stifle debate and ensure that Parliament submits to the Dar Al-Islam.

It is for moments such as these that one might hope the Lords Spiritual might enter the fray and defend the right of the noble baroness to extend an invitation to a democratically-elected Dutch MP. Their silence is deafening. They no longer believe anything strongly for fear of causing offence; they no longer defend anything for fear of being abolished.

If Lord Ahmed had threatened Cranmer with ‘10,000 Muslims to prevent Mr Wilders from entering the House’, His Grace would have assured his Lordship of 100,000 people of all faiths and none to prevent the Muslims from preventing Mr Wilders from entering the House.

Israel must investigate charges of crimes in Gaza: U.S.

UNITED NATIONS (Reuters) – Israel must investigate allegations that its army violated international law during its three-week war against Hamas militants in the Gaza Strip, the new U.S. envoy to the United Nations said on Thursday.
"We expect Israel will meet its international obligations to investigate and we also call upon all members of the international community to refrain from politicizing these important issues," Ambassador Susan Rice said in her debut speech before the U.N. Security Council.
Rice said that Hamas had been guilty of violating international law "through its rocket attacks against Israeli civilians in southern Israel and the use of civilian facilities to provide protection for its terrorist attacks."
"There have also been numerous allegations made against Israel some of which are deliberately designed to inflame," she told the council during a meeting on international humanitarian law.
Some 1,300 Palestinians, including at least 700 civilians, were killed during Israel's Gaza offensive, according to the Hamas-run Health Ministry in the territory. Israel put its losses at 10 soldiers and three civilians.
During the campaign, Israel fired on several U.N. installations in Gaza, including schools, where hundreds of Palestinians had been seeking shelter from the fighting. Israel rejects allegations that its army was guilty of war crimes.
U.N. Secretary-General Ban Ki-moon has said there would also be a U.N. investigation of the deadly attacks on United Nations sites in the Gaza Strip.
Rice made it clear that the administration of U.S. President Barack Obama had a very different view of the role of the United Nations from George W. Bush's government, whose officials were often suspicious of the world body and
occasionally spoke of it with disdain.
She said Obama's long-term goals included enhancing global peace and security, fighting terrorism and the proliferation of weapons of mass destruction, dealing with climate change, alleviating poverty and improving respect for human rights worldwide.
"The United Nations is indispensable for advancing these goals and making our world a better, safer place," she said.
She also hinted that Obama had a different attitude toward The Hague-based International Criminal Court, the world's first permanent war crimes tribunal.
President Bill Clinton's administration had signed the ICC treaty, which was never ratified by Congress. Bush later rejected the idea of ever joining the court.
"The International Criminal Court, which has started its first trial this week, looks to become an important and credible instrument for trying to hold accountable the senior leadership responsible for atrocities committed in the Congo, Uganda and Darfur," Rice said.

The UN properties were fired upon because they allowed Hamas to fire from those positions.
